What if the idea of Haiti as a country simply won't work?This article is a farrago of distortions and lies. No mention of the French debt? The US Marine invasion of 1915? The US support for the Duvaliers? The continuation of the IMF debt run up by the Duvaliers? Unbelievable. Can only be explained as preparing justification for another coup. Despicable. Execrable. Disgusting.
Note: this morning on BBC Radio 3's 'Crossing Continents' was a half-hour on Haiti (http://www.bbc.co.uk/iplayer/episode/b00t0f8y/Crossing_Continents_Haiti/). They also mentioned none of the points you highlight: though they did comment briefly on subsidized US agricultural produce as a stand in for real aid (and a destructive force for the local economy).
They also quoted a Haitian government official saying that of $10bn pledged by the 'international community', only around $100million had been delivered.
It was a typically 'balanced' BBC article, not good, not so bad.

Thanks, Thomas, in my anger I didn't mention the destructive effects of dumping subsidized US agricultural products. There's so many intertwined causes, but that's a big one, so thanks for reminding me.
